The closest we get to that sort of service with mobile phones are the pay-as-you-go plans like the AT&T GoPhone. AT&T has announced that the GoPhone now has an unlimited calling option that lets you call all you want for $3 per day.
The new plan launched today and has no roaming or long distance charges. Users are only charged the $3 daily rate on days when they send or receive phone calls. If the user is calling AT&T customers only during the day, the rate is $1 per day.
